Districts are primarily defined by their inhabitants. They are mainly social frames of references – straightforward and with a special character, which is reflected in popular names such as ‘cross quarter’, station district or ‘hip’ quarters. Ideally people can live here, reside, shop and work.
Every district has its own development and importance. The inhabitants perceive change especially sensible because streets and squares are close connected to their privacy and are part of their daily living environment. But districts vary in their architectural form, use and social consistency.
Due to the financial problems of numerous municipalities, business and retail crises and the demographic change, however, districts are in the last decades desolated, outdated and in a socio-economical tilt. A need for action exists here. To awake the special quality of districts again, ILI provides professional support for municipals and district councils, retail unions and individual property owners as well as communities of interest. Well thought site-related concepts and individual consultation are included.

Communication and Media
Districts should be developed and designed by the potential of the local protagonists and inhabitants. This requires convenient forms of communication.
ILI recommends, conceives and moderates Open Space-Workshops. So far, most planning systems are closed and thus become open to the inhabitants and other local protagonists. They can contribute their ideas, needs and perceptions and therefore be part of the ‘shape’ of their districts – so to speak ‘beyond institutions’ and without limitation of development plans and creation statutes.
